County Health and Safety

When a death occurs in California, a permit is filed with the county in which the death occurred. When scattering the ashes, then the permit will state as such. Scattering can take place in the ocean at least 500 yards off the coast or anywhere permitted by Health and Safety Code. If you divide the ashes amongst different urns or keepsakes then a permit will be required for each one.
